Why does it exclude Q, V, X, and Z?
Those are the hardest Scattergories letters, so they're left out by default. Turn off easy mode to include them.

Yes. Letters are drawn using your browser's crypto.getRandomValues, so the pick is fair across whichever letters are in play.
